The Cabinet agreed to pursue the procurement of a design and build contract via open single stage procedure as per the preferred option identified in paragraph 7.2.4.1 of the report.

Reasons:

The recommended option allows unrestricted access to the market with all interested suppliers permitted to submit a tender, which can promote transparency, competition and value for money.
